Release date: 2020.11.12
To All Kyushu University Students,
The Ministry of Education, Culture, Sports, Science and Technology (MEXT) has informed Kyushu University of a support fund and allowance for forced leave due to the COVID-19 outbreak.
If you have had to take time off from your part-time job due to the effects of COVID-19 and have not received a leave allowance, please see the website below.
Ministry of Health, Labour and Welfare (MHLW) website
Details are outlined as follows.
Even if your leave from work cannot be confirmed via the Recipient Qualification Checklist, you may be eligible for support in the following cases.
(1) Cases in which the notice of working conditions includes specific working days such as "X days per week" or a shift chart for the month in which the application is made as long as the employer can confirm that the information is accurate.
(2) Cases where it is possible to confirm that the individual has worked at least four days a month for a period of six months or more via pay statements or other documentation before the start of leave. Additionally, the business owner must indicate their intent to continue employing the applicant during the month covered by the application had there not been the impact of the COVID-19 (however, this does not apply if the circumstances that led to leave are not COVID-related)
- If the employer is unable to cooperate in the preparation of the Recipient Qualification Checklist, the applicant can apply for it after noting this in the checklist. In such cases, the prefectural labor bureau will ask the employer to cooperate in confirming details. (The prefectural labor bureau may ask for the employer or applicant’s cooperation in submitting related documents.)
- While it is not possible to overturn a past decision whether or not to pay support for a particular month, applicants may re-apply for aid if any of the above cases apply due to leave or lack of employment confirmation, even if it has been decided that the applicant should be denied support. In such cases, please submit a copy of the Notice of Non-Payment in addition to the application form and other documents required for application.
